They are the Conquered, also called jeghpu'wI'. The empire does not pursue a policy of ethnic cleansing like the Cardassians or Romulans. Instead, the warriors of the empire seek out habitable planets of value to the empire.
Given the fact that the empire is in greater need of resources then the Federation these systems are then selected as such of value for conquest. Once conquered the jeghpu'wI are given rights and resposibilities to carry out in the name of the empire. Most of the time these reponsibilities center on the procurement of raw material or crops for the consuption in the empire in return for certain rights, privilages and protections.
Unlike the Federation, the klingon empire does not distinguish between races that are warp capable or not. If a planet continues to resist Empire rule, the race is simple eliminated.
The jeghpu' are usually found doing low end jobs that no self respecting Klingon would want to do. But there are instances they may be granted some more honorable posts, such as guards, or nannies if they are strongly trusted by a Klingon family.
The social place of the jeghpu' has improved over the years, several centuries ago they were a little more then slaves.
As a rule now, Klingons don't take slaves but they do conquer. We prefer to conquer a planet, put its own people in charge of the rabble, and have a few Klingons there to instruct the locals in charge, on how best to serve the Empire.
In some cases, after a few generations, the advisors are not needed and the planet simply fills its quota of tribute to the Empire which is picked up on a regular schedule.
Those that are conquered serve the Empire in their own way. Once the initial resistance is overcome, the Empire supplies the tech the planet needs to improve its quality of life and they supply resources to the Empire and there is no prime directive to get in the way.
In theory a conquered race could produce warriors for the Empire but its rare to find a race that even comes close to the natural ability of a Klingon. The few times such a thing happened, the race rarerly surrender, would not be conquered, and were eliminated with honor. Now, there are philosophers in the Empire who would argue that such races would strengthen the Empire. That we would do well to save their culture and absorb it into the Empire. But elimination of those that approach Klingon standards is one way that the race is kept pure. And that is a good thing.
It is a simple matter to use so much force that we empty any continents we wish to use of all life if required. If the planet is pre-warp we often find that they do not even have flight. Keeping them in secure enclaves on islands is adequate.
It is very rare to see any of the Conquered Races outside the Empire itself. Rare also to see them in the Klingon military. However here the orQanpu' are an example of a race that may break that standard. Ghoti is a crewman on the Hegh'ta and DarQ has many full-blood orQanpu' on his vessel, the mInQI'.
